EPLN, Promo-LEX & Moldova’s People’s Advocate Office jointly filed a Rule 9 submission to the Committee of Ministers of the Council of Europe in the case Cosovan v. Moldova (no. 13472/18, 2022).
In their submission, they underline a series of shortcomings impeded the provision of proper healthcare services in prisons and put forward a number of recommendations.
